Universe Recommends for packages in main

I think this is generally a good attitude towards packages pulled in
by Recommends:. We managed without them so far, so I feel most
of them are not justified for CD inclusion. 

This obviously does not affect packages which are not on the CD, they
can use Recommends: much more liberally.
