Kind of. The openssh source only has a debian/copyright.head file, and
generates the full copyright file by appending the upstream LICENCE file
to the end of it. This saves me from having to maintain a
copy-and-paste. The presence of debian/copyright is only a "should" in
policy.

That said, I think I'm going to change this to generate debian/copyright
in the clean target rather than during packaging.
