Once we have a proper namespace for package branches in launchpad then
we will be able to craft merge proposals such that they become most 
useful to us. I imagine that this will mean that for most merge requests
you will only receive an email if you have expressed a preference to 
receive it.

deals somewhat with how I feel this should work.

This will of course not stop emails being generated if people still use
branches owned by e.g. ~ubuntu-dev. This may be a desirable thing to do,
so we should ensure that launchpad provides a way to allow this without
generating too much email for those that do not want it. This isn't a 
problem specific to Ubuntu, but I think it affects us more than most as
teams like ~ubuntu-dev are so large and deal with so much code that it
increases the number of review requests you don't really care about.
