I doubt this is possible, because such a system is just as likely
missing all kinds up other updates and cannot be upgraded without
applying them all.
What _should_ happen, however, is IMHO that
* Update Manager should alert the user that the system is about to
go EOL. Currently, unless you are subscribed to ubuntu-announce,
this happens silently. Non-expert users will never know. [1]
* If EOL is already reached, Update Manager should rewrite
sources.list to point to
http://old-releases.ubuntu.com/ubuntu/dists/
[1] BTW: the installer could offer to subscribe the user to
ubuntu-announce
