Upload notification email format changes

Hello there!

As you've probably seen we are postponing the roll-out of the new
notification email format
(https://bugs.edge.launchpad.net/soyuz/+bug/250820) in order to allow
people to reach an agreement on it.

So far, the logic in question has been revised to attach the original
changes file to the notification email. The (body of the) latter will be
formatted for human consumption while the attachment is to be used by
scripts.

Did we reach an agreement regarding the signature and the subsequent
fields (Changed-By, Signed-By) at the end of the notification email?

Is Matt's specification
(https://bugs.edge.launchpad.net/soyuz/+bug/250820/comments/11) still up
to date and valid?
