Ante,
ScottK brought this up in IRC... Please see the patch.
This remains configurable. The value will first be read from
configuration file, and then from the kernel boot parameters.
If neither of these indicate "BOOT_DEGRADED=true", then the user is
interactively prompted, just before dropping to a busy box shell.
