This was meant to be understood as: "for the set of packages included on the
CDs and DVDs, only fixes for showstopper bugs will be accepted, whether in
main or universe." :)

Also, several of the released variants do use universe on their CDs -
kubuntu-kde4, xubuntu, ubuntustudio, and mythbuntu.
