Internet Packages, was: i18n in Ubuntu

Reading about the problems in having the i18n thread it strikes me
that some of these problems might be solved by being able to mark
packages for installation the next time your online (if it's not
already possible)
Parts:
1) That there be a reliable way to detect an online state, I've been
talking to the NetworkManager developers about this very idea.
2) That packages that fail to download can be marked in some way so
that they install through the update manager if online.
3) In the case of the i18n, a message could be displayed to let the
user know they have no internet connection, that the packages will be
installed later for their language or they can try again (button) and
that message in as many languages as possible on the cd.
Even if these ideas are wrong for the specific i18n problem I see
great value in having an online state that can warn users in the
update manager that they need to be online to download updates. So far
we have errors and problems being reported back in text format from
stdout of apt (although I've head work is on this too)
