Consolidating the various freezes - done in the wiki, RFC

I did the finishing touches to the changes now:

Added to the freezes list of UbuntuDevelopment.

Added the missing documentation how to request an UserInterfaceFreeze
exception.

Updated for the consolidated freeze types.
