	Since the compizconfig-settings-manager is not part of the
main-repository, an UI-element easily suggesting to install ccsm would
imply to the user that it is supported like any other real package from
main.

	Therefore a better approach is to have the UI of the desktop-effects
tab just adapt to a possibly installed ccsm. IMO integrating it like
this is cleaner than adding yet another menu-entry to System/Settings
like it is right now.
