Fix syslog to not run as root in gutsy

I agree. sysklogd had run fine as system user until dapper. In edgy,
the package apparently introduced a default file which made it run as
root again.

I am in favor of applying that patch, too. It is not hard to test the
behaviour, and we still have enough time to fix it further or revert
it if necessary.
