The original bug should be off their list. As others have said, it's a
new problem, possibly caused by the developer in question, possibly not.
Soyuz will already mail the developer about the build failure, and for
important milestones we will inspect the list of out-of-date builds
separately, and ensure that none of them cause the omission of important
bug fixes.

(Yes, this is a certain amount of manual work, but I think no worse than
the confusion that would be caused by bugs flittering on and off
people's to-do lists due to difficult-to-observe external factors. If
and when Launchpad gets full-scale version tracking for bugs then we can
revisit this.)
