SRU policy for universe (was Re: Pending SRU Request; What to do?)

Please *don't* do this.  Everyone will get spammed with mail, if the 
package FTBFS in the PPA, and there's no apparent way to turn it off, 
unless you blackhole the address somewhere (which would be a good idea 
anyway).
