Right, but it mkdir's /dev/mapper/ if that or /dev/.static/dev/mapper
does *not* exist. This is the case in e. g. the -i386 chroots on
ronne.

Nope, the link is fine and points to the outside /dev (and the
contents is identical to the contens you see outside of the
fakechroot). The actual problem might be that the -i386 chroots (the
real ones you call with dchroot) only have a minimal static /dev, but
that's a valid use case IMHO.

Also, since in a fakechroot you cannot configure dm, lvm, etc. anyway,
/dev/mapper is not really necessary and thus removing the postinst
does no harm AFAICS. It only affects the fakechroot variants anyway,
a standard debootstrap is not affected, of course.
