bzr for packaging

Isn't that exactly what bzr provides? For the revisioned part, anyway.
It is still necessary to keep the older orig.tar.gz's around, of
course.

That's what debcommit does (devscripts package)

In fact we already had the prototype of a tool that aimed to implement
such a tool, hct. Take a look at [1].
