Restructuring the debugging wiki pages

As there were no major objections I've gone ahead with the refactoring.

Please have a look and see if you can add some helpful information to 
pages concerning packages you are involved in. This was just intended to 
be the first step in creating a more useful debugging resource :)

Some groups like the mozilla and desktop teams already have some fairly 
detailed pages and I've not tried to squeeze those into this structure. 
If you are involved with any of those, please have a think about if/how 
they should be integrated.

There is also a collection of Debugging* pages on help.ubuntu.com. In my 
view these should be moved back to wiki.u.c where they will be used more 
actively and will be easier to find. Discuss.
