What about only posting the first message with the call for testing 
in both list and clearly stating in that crossposted message that all 
replies to it should go to ubuntu-devel-discuss.

This way, the developers are alerted of the discussion going on on 
the ubuntu-devel-discuss list, and can look at it if they are 
interested. Further, the ubuntu-devel list will not cluttered with 
potentially not technical emails.
