Think of it in terms of the development workflow. Confirmed is code that 
is uploaded to REVU by a MOTU candidate. Other people look at it, give 
useful feedback if needed and promote it to Triaged.

A bug status can be changed from Confirmed to Triaged without any 
additional information being provided in the bug report, but it can only 
be done by an ubuntu-qa member or a developer. This means that we now 
know something more about that bug, namely that it has been looked at by 
an experienced person. Developers looking to fix bugs can now focus on 
the Triaged list.
