Ubuntu Studio needs an addition to limits.conf

So what's the "preferred" way to do it and let's do it. Once we have
clear what we do it won't be a big issue to actually do it. So can the
person notified that we weren't doing it the "preferred" way please
find out in detail what's the "preferred" way.
