change keyboard layout in the console with X11-Keymap

Hello!

I read on http://www.pro-linux.de/news/2006/10284.html (sorry, german
link) that it should be possible since edgy to change the keyboard
layout of the console with the X11 keymaps.

I asked this question on several forums but never got an answer to it. 

I am involved to the development to the NEO-Layout[1] (a keyboard Layout
optimized for the German language like the dvorak for english).
We don’t know, if we have to write a .kmap file to provide our Layout
for the console or if we can realize it with our existing xkb-files.
