That's rather a problem of the definition of 'developer'. This is not
limited to 'people who are in the MOTU team', which is the subset of
developers which earned enough credit to be able to upload to Ubuntu.
Of course there are a whole lot more developers outside: upstream
authors, technically inclined users who send patches here and there,
and so on.

The great thing about FOSS is that there is no need for a strict
distinction between 'user' and 'developer'. Everyone can be both, to
varying degrees.
