Please note that apport currently only checks duplicates for signal
and python crashes, not for package and kernel crashes.

I agree, the error messages should really be C, with the frontends
translating them to the current locale on the fly.

This was only done as an intermediate step until I hacked support for
duplicate marking into python-launchpad-bugs. The current retracer bot
actually duplicates crash bugs to the master one.
