Source package Maintainer fields

We should only do this after a period of normal development during which
packages which are touched anyway have their maintainer field updated.

It's unfortunate that this update requires rebuilding, but it can easily be
spread out over a period of several days (or even weeks) if mirror
propagation is a problem.
