PHP 4 will be removed from the archive shortly

This should be collectively decided by the MOTUs of course, but if I
may chime in my opinion: since no serious user should use old PHP
stuff these days, the current version is more or less worthless, and
I'd rather remove it along with PHP4. So there's little that can go
wrong when updating it to the latest version.
