Using Tags in Debian Bugs

And maybe, acting as an incentive for Ubuntu devs to contribute
bugs/patches to Debian.

Currently, when a Debian dev says "Ubuntu's contributions to Debian are
negligible", we have absolutely no data.

I only see that proposal as something easy to do, that will allow to
gather data, and maybe manage those bugs in a more global way. It's not
a revolutionary proposal, but such data will be needed anyway if you
want to propose something revolutionary :-)
