"Report a Bug" menu item and its potential effects

Apologies for chiming in late - I know the decision has been made to
remove the system-wide "report a bug" feature in the 7.04 release, so
consider this input into the eventual spec....
Put the system-wide "report a bug", in the Administrative menu [1]
By requiring an administrative password, we add a very slight "barrier
to entry" that (hopefully) reduces the likelihood of casual/unmotivated
users flooding Launchpad (with dupes, support requests, etc.), and that
(hopefully) means the person filing the bug is more motivated, willing
to do some extra work to increase report quality, etc. The admin
password allows permits the tool to run with the increased privileges
required to collect certain system properties, e.g., dmidecode.
I hesitate to suggest we compromise UI quality, but if we make it an
administrative tool, perhaps we have more latitude to experiment with
the UI.
[1] System, Administration for those - like me - who run "the old way",
with control centre turned off.
