move the ubuntu irc channels to jabber ?

Ok, since this thread about jabber became quite big and a lot of
arguments went under in this chaos, I decided to file a specification
about this. Basically, I collected the arguments from the mailing list
here and transferred them into the specification. Please continue the
discussion there ...

btw: If anyone has further idea, please constribute them to the spec.
This is my very first specification I made, so I sure missed a lot of
things.
