Not really s.th. for the spec itself, but maybe this might give some clue as 
well:

Found a pretty neat php-config thingy: syscp [1]. Despite many other such 
tools, its code is clean and fits together quite well with the existing 
configuration mechanisms (as it doesn't blatantly overwrite config files).
