move the ubuntu irc channels to jabber ?

In general, moving from a simple plain-text format to an XML one is not 
a benefit for efficiency.

Before IRC, there was, well, nothing widely used.

Is only an issue for users using multiple IRC servers...

Which you don't with any half-competent IRC client anyway.

It's unlikely that development discussion will move away from IRC, 
simply because the developers are familiar and happy with IRC.
