This could go into System->Preferences as a Notifications entry.

It could contain the following:

[x] System wide notifications
 |_
    Video playback
    [x] Allow only system critical notifications.
    [ ] Allow any notification.

This would also help people who wish to turn all notifications off in
all programs.
