What package is responsible for writting /etc/X11/xorg.conf

There's a bug in xorg.conf configuration that prevents Wacom tablets to
work in Ubuntu
(https://launchpad.net/distros/ubuntu/+source/wacom-tools/+bug/40473)
since Dapper's development. The solution is trivial, just a mistake
(should point to /dev/input/wacom instead of /dev/wacom) but apparently
we've set the bug against the wrong packages, which might have prevented
the developer responsible for the default xorg.conf configuration to be
informed.
I know it might sound OT, and I apologise for the noise, but I'm stuck here.

Could anyone point me to the right package so we might have a chance to
see this annoying difficulty solved in Edgy (the bug was filled in April
06)?
