They're not lost, but the development team doesn't pay particular attention
to that page. There is no shortage of ideas for how to improve Ubuntu, and
many of those listed on that page are already implemented, are obsolete,
aren't technically sound, aren't explained clearly, or are out of scope for
Ubuntu.
