Hello,

there is a much nice solution called apt-sync, working similar to zsync,
and such tools. With use of that you don't need to host any deltas,
and deltas have their own specific issues. The apt-sync was developed
as part of SoC, and we're internally testing it for now. Should be released
for wider testing some time in the future.
