Isapnptools not present in Dapper

As demonstrated by the trace in that bug, the kernel is well able to do 
PnP setup itself. It would seem more likely that there's a bug in the 
soundblaster driver that's failing to get the card configured correctly. 
It doesn't help that the bug has absolutely no information on what 
doesn't work - the trace looks pretty reasonable. I've reassigned it to 
the right package, anyway.
