I assume you meant
  Specs like Easy Codec Installation[1] should *not* suggest the
  installation of non-free codecs to someone who has made a statement
  that they want their machine to be wholly free software.
(ie, missing `not', emphasis mine).

And yes, as someone involved in the implementation, the
EasyCodecInstallation arrangements (just like the
SuggestedPackagesForFiletypesSpec before it) should only look at data
from appropriate packages.
