Feedback on a new spec (promoting linux on public domain)

There are already efforts: E.g there is a special project that aims at
the educational sector: edubuntu. And even the Spanish government
maintains its own derivat of Ubuntu Guadalinex. At the latest trade fair
I met a lot of representatives from schools that already switched or are
planning to. 

If you are interested the capital of my homeland, Munich, currently
migrates to Linux [1].
