Trivial changes in configuration files and distribution upgrade

Trivial changes in configuration files causes unnecessary prompts during a
distribution upgrade (invoked with 'update-manager -c -d').

A user won't babysit a script that runs for up to 4 hours (even longer for
some). Any plans to make the python script smarter when parsing
configuration files? For example, ignoring whitespace changes and comments
would help.
