This is a very serious issue. There is no way a new user (or an
experienced user with new hardware) can setup a winmodem without the
scanmodem tool.

Is there anyone who knows how this can be fixed, or how the linmodems
developers can be helped?

This is also a big step back in implementing our winmodem-support spec,
which was recently accepted for the Mounting View Summit.
