As for you request Lionel Dricot:

* Have a look at
  $ aptitude search reportbug
  i  reportbug          - reports bugs in the Debian distribution


* a nice (standalone)-Gui

* search funktionality (for open/closed bugs, packages (and their
  related bugs, teams (and their bugs they are responsible for)

* keep track of specific bugs

* change status and reponsibilty of bugs like in launchpad

* add a feature to add debug information to bug (logs, systeminformation
  and so on - see reportbug, which does it quite nice)

that´s all at a first thought
