See bug #40257 for more information about why this doesn't work.
Framebuffer setup is done in the usplash script in initramfs, and is
only done if the usplash option is set. We need to split this into two
scripts somehow.

I've done this on my system, and it fixes the problem, but I am having
trouble thinking of a way to do this that will work well in all cases.
