It is far from clear just what 'on track' consists of; there are often
complaints that various things are off topic and get in the way of
development discussion, but there doesn't actually seem to _be_ much
development discussion. Even posts from @ubuntu.com addresses consist
mostly of user support, general chat or complaints about off-topicness. 

The real discussion seems to happen elsewhere (mostly on IRC, I'd
guess).
