Proposal to get this list back on track

Many emails recently have been sent to this list with content that doesn't
belong to the list.  I suggest we take the following approach:

1) Send out an email to the list containing a list of which topics are
relevant to this list and pointers to where to go for the most prominent
topics of wrong emails (e.g. for bugs go to www.launchpad.net, for general
rants/complaints/suggestions email sounder, etc).  Ask people to save a copy
of this email for future reference.

2) Whenever a new user subscribes to the list, auto-send them the same email
as in 1.

3) Whenever a user who is not subscribed to the list mails something to the
list, auto-send them a reply with the email in 1.  As i understand it their
email then has to pass through an admin to get posted anyway, but this way
they will know if their email doesn't go through to the list, where are
other places s/he can look for assistance.

If the above sounds good, then I would ask for a volunteer to compose such
an email.  I only just joined recently and do not have enough familiarity
with what belongs on this list and where to send people in case of off-topic
emails.
