Will install CD and Live CD be merged in the future?

The install CD will not be going away; live CD installers are suitable
for many installation scenarios, but not all. We will not be depriving
those who need a smaller and simpler installer of their needs.
Once we're happy that the live CD installer is stable, we are likely to
send out only the live CD in shipit, to save costs. In fact, this is one
of the major driving reasons for Canonical to fund development of the
live CD installer.
