Announcement letter of Network Manager 0.6 and KNetworkManager availability

I'm so glad to see this get done!  Lack of nm 0.6 was one of people's
biggest gripes about dapper!  I hope to see this in main before the
release!

Now the only thing people will be griping over is gnome-screensaver, but
that's a different story. ;-)

Thank you to everyone that has contributing in making Network Manager
0.6 possible in Dapper :)
