I though it was relevant to -devel because it directly impacts the
quality and quantity of bug reports which are essential to development.
But I'd be glad to move it to sounder or the wiki if it's OT here.

The current Ubuntu bug reporting guidelines seem to consist of "A
detailed description of the problem you are seeing."
