Firefox and the `you have chosen to open ...' dialogue

It's a genuine question. If I open this URL in Firefox, I get an empty
page, and if I use 'Save as...', the saved file is just a two-line
HTML file. The only way that works for me right now is to copy&paste
into a terminal window and download with wget.
