Missing changelogs on changelogs.ubuntu.com?

https://launchpad.net/distros/ubuntu/+source/update-manager/+bug/40058/+index there is a bug talking about update-manager not showing changelogs for new packages in dapper. However the issue seems to have changed from an update-manager not requesting the logs to the logs simply not being there as synaptic can't see them either. Part of the problem is I would like to upgrade to the new packages because they are security updates but I would like to know what each package is changing first and after I upgrade I can no longer test this bug...
