This is wild guessing.

How about an experiment for Edgy (with it installed)? Then getting
numbers how big the increase in problems caused by a build environment
easily available in comparison to the current Dapper situation.

If it hits a deadline (double, 5 times, whatever) revert that in Edgy+1?

As I like numbers: a google search for "site:ubuntuforums.org
build-essential" gives about 2650 hits.
