Installing a compiler by default

Its easy to install a compiler (we can create more or improve existing
meta-packages if necessary to make it even easier) and so far I've never
needed it except for playing around.
Ubuntu only support 4 archs (5 if we decide to add i686) so I don't see why
any code shipped by Ubuntu can't just be pre-built.
Ubuntu ships with plenty of compilers for Java bytecodes, Java source code,
PHP, BASH, SQL, etc. The needs for C/C++ are small and getting smaller.
