I like the idea of the "assigned upstream" team. This would
allows us eventually before each release to have statistics
how much our quality is effectd by upstream bugs compared
with our quality due to local changes. With a bit some more
milage this could eventually tell us if for a specific
release or milestone, we need to try and work more on
upstream stuff or local stuff to get overall better quality.
